� number of dogs in a city

� number of pet/pet supply stores

� animal shelters

� veterinarians

� incidence of heartworm

The article states "Colorado Springs is a real playground for pooches, with about 250 days of sunshine a year and an abundance of outdoor activities. It earned top marks for the number of boarding and daycare facilities, and it had the highest maximum fine for animal cruelty - half a million bucks."
